I read this book in elementary school during the early to mid 90s. I seem to remember there were two girls who thought their neighbor was poisoning kids with popcorn balls. I remember it was halloween.

OMG, I'm pretty sure that's it! I remember them living in apartments and thinking it was the creepy male neighbor. I'll have to check it out from the library to be sure but I think you've solved it.
