Perhaps Lois Lowry (but can't find this on any of her author pages) - published maybe 1990s, a king is searching for the most beautiful thing in his kingdom, sends a messenger around to all four corners of the kingdom, they argue about what is most beautiful... turns out it's water. I read this with my middle school reading group about 20 years ago, would like to find it again.
