YA novel, siblings find a ring and boots with magical powers

Hi, I'm looking for a novel read in the 80s. YA. A brother and sister are shipped off to old relatives. They poke around a closet and find a pair of boots and a ring with magical properties: The boots fit either sibling despite different shoe sizes and each step takes you many miles. I think I learned the word "leagues" reading this, so maybe it was described as each step takes you x leagues? And the ring maybe was a navigational tool?

Paperback, blue cover, a boy and a girl hovering, a large gold ring encircles them.
