ABANDONED. Romantic Suspense book with missing brother suspected of murder

It is a romantic suspense book I believe I read last year.
Starts with woman is at a party. Comes from a wealthy family. She meets man at party. Man is undercover trying to find her brother.
Her brother went missing and was suspected of killing his girlfriend.
Her brother was eventually found in cellar of a house chained up.
Turns out it was her butler or something like that who was killing.
I think there was something about a doll with missing eyes.
