I read this book around 2010 or 2011 but it was very old, somewhere between the 60's and 80's if I had to guess. From what I remember it's in a future where there are no humans anymore and there is a society of intelligent rats who study history about humans and conclude that the purpose of life is to kill as much of their own population as possible. So they do things like take up smoking, creating cars so they can crash them, create weapons, etc. It's a very short read, not very character or plot driven, just meant to be funny.
