the key theme of catching fire

i think the overall theme of this book is the fact that Katniss was unsure of to rebel against the government having her life and the life of everyone she loves at stake.
"You just remember who the real enemy is. That's all" (collins378). This quote is important because it makes the reader remember that all Katniss is going through is because of President Snow. "Communications are down at Seven, Ten, and Twelve. But Eleven has control of transportation now, so there's at least a hope of them getting some food out"(Collins383). The districts are all rebelling now because Katniss was the spark that made the revolution explode. They rebel because they are tired of being controlled by the government. Throughout the book, the author restates that if you want change you need to make your voice heard.
