ABANDONED. YA book about a family that looks after a boy clone

A family looks after a boy, the siblings, if I remember correctly just think of him as a brother. A mysterious organisation seems to be searching for him, and there is talks of angels and immaculate births.
The boy is termed an angel because he is a clone of his 'father' who drowned in an iced over lake.
That's all I can remember but I think it was published late 90s/early 2000s, and was definitely a YA book.
