SOLVED. Short Story About A Boy Who Doesn't Get to See The Sun [s]

I've actually never read this - but it was suggested by an English teacher years and years ago. I've been meaning to read it for a long time, but alas forgot the title.

It's a:

-short story
-about a world shrouded in darkness
-and on one day (every year, every few years?) the sun comes out and the children play
-on the day the sun is going to come out, a boy is trapped by his bullies somewhere dark so he cannot see the sun.

-it was probably published before 2010.
