SOLVED. Trying to find a fictional book about a man who digs up a young girl's diary [s]

So this has been plaguing me for years.. Read a book in high school and cannot remember the name of it! All I can remember is a guy is working on a construction site and digs up a buried diary of a young girl from years ago, and he reads it. The diary tells the story of almost nazi-like life where everyone is being colour-coded based on their background/genes. I think her mum ends up being coded as a minority, and it ends with finding out whether the girl whose diary it is, is gonna be classed as a minority/killed too.
