Fantasy. Heroine speaks to dragons?

Within the past 10 years i read this book about a girl who has does not know her past. Shes treated badly by a royal family that took her in and shes often sneaks out to spend spend time with the dragons. Shes got some sort of special talent where she alone can speak with the dragons? A neighboring royal hero adds her to his houshold. Where they fall in love and then her true nature / her family history is revealed....

A Gift of Poison by Kate Avery Ellison (published in 2014). The series is called The Kingmakers' War.
