Here are several, which I see as possible choices even if I cannot say that I enjoyed all of them:
Children of Ruin by Adrian Tchaikovsky, sequel to Children of Time. Both book were very good SF. Recommended.
Recursion by Blake Crouch, about parallel universes that create 'false' memories, which affect people.
Fall, or Dodge in Hell by Neal Stephenson, about mind uploading and possible problems

I’ve read about 1/4 of Gods of Jade and Shadow. I have to return to that one and finish it because I was really enjoying when I got distracted by other reading I needed to finish. Darn library due dates!!!
I think The City in the Middle of the Night has a good chance of being on the lists. And even though I haven’t read them yet, but since the first Rosewater book got some attention and won the Clarke, there’s probably a chance one of its sequels gets some love. I didn’t love Trail of Lightning but Rebecca Roanhorse is popular with the award committees and fans so I wouldn’t be surprised if Storm of Locusts shows up.
And I had similar feelings about Jade City and The Poppy War but they both got lots of awards attention, so their sequels probably have a good shot at some recognition.
I liked but didn’t love Trail of Lightening. I got to meet Rebecca Roanhorse in Santa Fe and really like and respect her so I’ll be reading the sequel and hope that as with some series, the books improve as she delves further into the story.

Exhalation: Stories is a great collection, but no stories the first published this year. I've not checked A People's Future of the United States: Speculative Fiction from 25 Extraordinary Writers, but it can be an issue there as well.

Antony, I agree that sequels may appear among nominees. As to relative popularity it is important to recall that we all are in info bubble - for example I assumed based of GR that Children of Time would get to N/H but no... the same with The Freeze-Frame Revolution
I have a feeling that because of the increasing-over-time popularity of Children of Time and the positive reception of its sequel that Children of Ruin has a good chance.
Anthony... Let's hope so! I was very disappointed that Children of Time was not enthusiastically accepted right away. I was fortunate enough to run across it early and loved it immediately. Then I had a hard time getting my sci-fi reading friends to try it, but once they did pretty much all of them liked it.

Exactly! I thought it will be nominated but it seems that people who vote for Hugo (and Locus) aren't the same who read and enjoy it

Regarding Exhalation: there are two stories in the collection that haven't been published earlier (Omphalos and Anxiety Is the Dizziness of Freedom), so they should be eligible for the short story or novelette categories.

You are correct and I think Anxiety Is the Dizziness of Freedom is a worthy nominee for novelette.
