A thin paperback, so before paperbacks got so fat; read it in the 80s or 90s, it was an old faded book by then. Country setting, probably Vermont, with WW2 rationing issues over food, tires and gasoline, and a ghost who looks (perhaps) like a woman in a dress is frightening people in a rural community with a lot of open fields.
The ghost and a building and or car may be on the cover.
