SOLVED. School of magic. [s]

I am trying to track down this book i read
Its a story about kids who go this school where they teach how to control/ capture/ banish other world creatures like fairey dragons etc.
The heroine is clearly thinking of getting selected for position of dragon capture but that position is given to this new guy. She is given the position to capture fairey (they are supposed to be annoying little creatures and no one to do that job) only she can see them. she is clearly pissed.

please help.
