A cat gets lost in the snow while waiting for his owner to come home from school. She goes looking for him. She may live/work in a restaurant. Owner is a young girl. I would have read this in the early 90s

The Big Storm by Rhea Tregebov? First published in 1992, and the description sounds like a good match:
