I read this when I was young. its about a boy whose father kidnapped children and attempted to give them new identities. the father was put in jail and the children sent back to their families. the boy was sent to a family who claimed he was their son, but he had no recollection of them. it wasn't till the end of the book that he realized he was their son and was one of the first children the man had kidnapped.

This sounds like I Know My First Name is Steven which was a true crime I'm sure there have probably been suspense novels written along the same lines.
