SOLVED. YA Sci Fi with a Plant/ Rose Hybrid boy

This book is a YA Science Fiction novel. It involves a girl who lives in an area with very strict surveillance. The authorities are always watching via cameras of some sort, and one wrong move could have dire consequences. The girl works in some sort of factory near where she lives. When she isn't in the factory, she goes out and scavenges in an area that seems to be some sort of junkyard, maybe abandoned pieces from past civilization (metal pieces are important). There is another group of people of some sort across the river, but they don't really interact with her group (forbidden perhaps?). One day, she meets a boy who is some sort of plant hybrid, specifically a rose hybrid of some sort. He has powers related to this, something to do with thorns and/or vines. The girl and the rose boy team up to fight some sort of villain.

I believe I read this book sometime in the range of 2016-2018.
