I think this is not really a new rule, merely a way to close a loophole. This means that the members of Worldcon 2019 and 2020 are eligible to vote on the 2020 Hugos, but NOT members of any other Worldcons. If you want to nominate/vote, you can simply buy membership of that years Worldcon, just as before.

So far they were all pretty good except Spinning Silver's watermarked PDF copy which could not be transferred to Kindle with good display. The art books are a delight.

(Effective as of the 2019 Worldcon, only members of the current and previous Worldcon as of the end of the previous calendar year are eligible to nominate for the current year’s Hugo Awards.)
So, Bryan, I guess it always has to be you. Can you afford it? Maybe we should send you a check. Because I think figuring out and nominating were the funnest things we've done yet.
