ABANDONED. Childrens Book about a broom that turns into a person?

I read a book when I was small (late 60's) that has stuck with me. It was about a couple of kids and a witch that turned herself into a broom.... or an enchanted broom who turned into a person?

Any clues?

Another of Diana Wynne Jones' short story collections had a story with a broom coming to life. Sorry, I cant check for you. But may be "Stopping for a Spell"?
