Please help! I read a book when I was younger around 2000-2002. I can remember little bits. There was light/white witches, cobbled streets, white washed sea side cottages which turned out to be a protection on the houses from the bad magic. There were two main characters. Teenagers the girl had ginger/ red hair. The boy was pale with extremely blonde hair and could swim really well and for a long time. He was not from the same sea side town as the girl but they were best of friends. Also I remember a lighthouse and the keeper of the light house was sort of the guardian for the two young ones.

Maybe Witch Trade, by Michael Molloy? there was white dust used for protection from evil magic, it was by the sea, and the hair colors match up.
