Forgot the title

About 8-6 years ago I've read a book and I do not know the author or title.
It had a few chapters missing so I didnt finish it.

It is set in present time where a guy, probably military or detective background finds a woman whose father has been muredered. Someone is after the woman and they escape the city somehow. They travel to the mountains where they lay low at a safehouse/bunker. In this bunker there are assassins/ninjas who live/train there. There are both male and female assassins, some of them have sexual relationships with eachother.
Meanwhile i remember a description of a man, who lives in an underground bunker, and he is ruling the world from the shadows. He only has connection to 3 other men, who he gives orders to. These men are in very high positions in the world and they do his bidding.

Sadly this is all i can remember about this book.
