SOLVED. YA murder novel about a string of murders where the victims all share the same first and last name [s]

It's a book about a guy who works as an investigator( I think is a forensic investigator) in a dystopian type world. The book starts with a girl being murdered by an icicle whose name is Emily (I think I'm not sure) and the guy steps in for the case, then another another Emily gets killed with poison and at the end there's another Emily who gets kidnapped. There's also another Emily who has dextrocardia. The only way I know it's dystopian is that there is a match system for relationship so it's not clear to the plot.
I read this book in 2014-2015 and I'm pretty sure it's part of a series as well
