How often is someone sacrificed to this vampire? Why was the heroine chosen?
What's the time period and location (country/region/big city/small town) of the story? Is this a fantasy world, not Earth?

All i remember is:
The main character is being "sacrificed" to a vampire that controls all and this action keeps their land safe from him. Near the end though she falls in love with him and they live happily ever after,
I also remember snippets of the book. Like the women headed in this room with what seemed like gold flakes slowly going around.
The book cover looks like what i think a rose or a set of stairs spiraling down and this women in red heading down them.
It is also a romance and fantasy novel, if that helps.
First time doing this so please excuse me.
