Female android/robot is different/malfunctioning and remembers memories and has feelings?

This book was on my to read shelf but I recently deleted everything off of the shelf because it was giving me anxiety and making me not want to read at all.

Anyways, the cover of the book is of a woman and the background is metallic-y gray. She looks like a realistic robot.

I think the synopsis was that in the future, governments create the robots, but she somehow malfunctioned and remembers her past life or develops feelings when she isn't supposed to. I think the plot is basically saying how she develops feelings while the government is trying to chase her.

The bot isn't female but genderless, but apparently the armour on the cover seems to suggest female to a lot of people. (It's also a great book, I read the whole series twice in a row.)
