I'm not sure my interpretation of 'art used to later create the book cover' is the same as intended in the policy. My interpretation of this would be the digital file from the designer that is sent to the printer for production. But it could also refer to the graphic elements, i.e. painting used on a cover vs the cover incorporating all the other elements. Please clarify.

Anything other than the final cover should not be uploaded as the cover. There are many things that would include, such as the painting used as the basis for the cover, a digital file that is not the final version used (which could have any number of changes made to it), etc.
Usually the graphic used on a publisher's site or amazon are the digital images, not the cover as it is printed. Sometimes there is really no visible difference, but in some cases it's very different, i.e. the cover has foil or some other finish that is represented differently digitally than on the final product. So while it would be the final design, it's not the same as the cover of the physical item. This is why I ask.
