ABANDONED. Dystopian Novel based on a pyramid scheme revolving around universal income early 70's or 80's

This was a novel about a group of unemployed people who came up with an idea for generating income based on a pyramid scam that people bought into and the more they participated the more gauranteed income they got.

They became so wildly successful the government of the day tried to infiltrate them. the agent they sent in eventually comes over to their side

I have this vivid recollection of a scene where one of the original group members was a woman who was very assertive and would "flip a coin" to decide who got to "be on top" in romantic relations. Not a porn novel, just mentioned in passing

The original group pretty much achieved a political party status and required body guards etc. It formed a real business
