It applies to staff too. I try to time any merges of "authors" with lots of blank journals etc. towards the end of the day. That sort of merge counts as many many individual edits.

Is this something new? First time I get it, and just as I was setting time for some heavy updating in the weekend. I'm also a bit surprised it applies to supers ;)
Addendum: I got this message after an hour or so of work, so I guess the counting method needs also to be understood.
