Is this a new Edtion or an ACE ?

I was trying to add The Silence of the Lambs(25th anniversary edition) with ISBN:9781429957656 but the same isbn is used in here The Silence of the Lambs.

Since the 'Edition' field in "Add a New Book" is described as in https://www.goodreads.com/help/show/402.

Should this book be treated as a new edition and added to goodreads or an ACE ?

It should be an ACE. There are lots of editions, so make sure to go through them and see if it is there already or not.

The Edition field is where you would write "25th anniversary edition" like in this one:

I just checked and found that this had already been added here(https://www.goodreads.com/topic/show/...) it doesn't have a ISBN that was why couldn't find it.

Yes, only one copy will have the ISBN, so it can be difficult to locate an alternate cover especially if it is a book with tons of editions! There are sorting features by year etc but all the info is not always there. Glad you found it. I don't see the copy you're referring to but you can make a reference in the description or the librarian note that it is an ACE for the ISBN.

How do i add Librarian note ? I'm not a Goodreads Librarian so i don't think i can add it.
Although i did apply to be a Librarian but havn't received any email regarding it.
