I applied to be a librarian maybe a month ago, but I haven’t heard back from Goodreads, leading me to assume that my application was rejected. Any idea why that might be?

Librarians are all volunteers - we have no insight into this. If you can apply again this means your application has been declined at this time. If you can't your application is still under consideration.
The only thing we can tell you is if you apply again to mention what languages you speak & how fluently.
You're not alone - I applied well over a month ago and haven't heard back. I tried the application form again and it said "you've already applied" - but I haven't had a response. I just assume they are backlogged in responding to volunteer applications.
I don't have insight but it might be helpful to be active in the group and suggest edits, etc. if you see them.
