SOLVED. YA / Magic Series featuring the son of a prime minister as the protagonist. [s]

I read this book back in 2012 - 2014 or so, and even then I don't think the book was a new release. The primary detail is that we follow one protagonist who is the son of a (well liked) prime minister. ()

I remember the book feeling in similar to Artemis fowl, though the main character is not anywhere as smart.

I can't quite remember the era it is set in, I know there is some sort of locomotive transport, but I don't remember any computers.

Slight spoiler:

I also remember there being a boss fight where the protagonist somehow magically created a bunch of power absorbing rods to defeat the enemy. (This might be later on in the series though)

I also remember the cover being blue.
