SOLVED. YA pyramid city set in the ocean. [s]

I'm looking for the name of a YA dystopian fiction. This is what I remember: I think it was published between five and ten years ago. The setting was a city in the middle of the ocean set up in layers making a pyramid. the lower castes were at the bottom. I believe that the protagonist was female and that this particular city was affluent compared to others in the world. There was also something about it being a type of UN/peace keeping place.
