I think I remember this - the ghost lady was replaced at the end by the kid who looked into her eyes, and the kid has a coat with shiny brass buttons.
I think it's Bruce Coville's Book of Spine Tinglers: Tales to Make You Shiver, the story Past Sunset by Vivian Vande Velde.
