I believe this book is one of a series about brothers I think. The guy in the story is a famous rock star, but has been having trouble coming up with new songs lately. He's being nagged by his manager to come up with something new. He goes to his hometown for some reason (maybe a wedding?) and meets a girl. When this guy was young, he sang "Somewhere Over the Rainbow" at a school talent contest, but has not sung it since his mother died. The new girl helps him overcome that, and he ends up singing it at a concert where it's a big hit.

I hope this rings a bell for someone because it's been driving me crazy trying to remember the name of the book.
