I read this book around 12 years ago. The story is set in the US. I vaguely remember the plot. A billionaire is in hiding. He has a girlfriend. He has a role in protecting the US from an attack. Please help me find the novel.

Why is the billionaire in hiding, who/what is threatening him?

How exactly did he become rich? What is his girlfriend's job?

How is he able to protect the U.S. from what kind of attack?
