You can scroll through profiles of editors who specialize in your topic. Or you can post a job and have editors contact you.
While I am an EFA member, this sounds a bit out of my wheelhouse.

It should still be pretty easy to work with them even from Africa; if not, you can probably email them directly and let them know your needs. The staff there are pretty friendly and responsive.
There's a very wide selection of editors listed, so there's almost certainly someone capable of giving your metaphysic the attention it deserves. Editors there are far more likely to charge industry rates (upwards of $1k for a 50k manuscript), but the result should be worth it, for finding a qualified editor in your genre.

My guess would be that they don't want you to cut out the middle man (their service) and contact the editors directly, but I could be wrong.
And secondly, for your hiring criteria - you should definitely browse websites of academic editors who specialise in philosophy and its ilk.
