SOLVED. Midwestern ghost story about sisters and the "White Hurricane". [s]

My mom read a book in the early 2000s (after The Ring came out because she remembers being extra scared because of the movie) about girls who get haunted in a house. They get haunted by a little girl walking around the house in a fancy white dress. It has real elements in the story, including the 1913 "white hurricane" that rocked the Great Lakes. My mom thinks maybe the ghost girl was killed in the hurricane. Thanks in advance for any attempts!
