SOLVED. Sci-Fi story 1960s or early 70s, Wall around a state. [s]

Lately, I’ve been thinking about what our future looks like, politically. 😢

I remember reading a story about a prison (Covenant?) that was a whole mid-western state with a giant wall around it. Three strikes and you get sent there. No laws inside, etc. I think the hero of the story gets out at the end.

Sound familiar to anyone?

I think this isn't your book, but for the sake of eliminating it Escape from New York has this story (but in Manhattan).
