SOLVED. Fantasy/Sci-Fi/Romance set in the future with magic blacksmiths? [s]

Hi! I am looking for a book that I read around 2005-2010 (although at that time I doubt that it was a new book). Unfortunately I don't remember who the author was (or their gender), or even what the cover looks like. I do remember that one of the main characters was a male blacksmith (or swordsmith?) who was tasked with creating a sword for someone important, like the prince of the royal family ruling over wherever the story was set, or an important military figure, or someone else like that.

The blacksmith was able to imbue his weapons with special abilities while he created them by constantly thinking about something. After he meets the female main character in this book he is making a sword and for some reason is thinking over and over something like, "Hello, nice to meet you", so that energy is put into the sword - like whoever wields it will be eager to fight.

I remember that jewels and jewelry may also have been an important device in this story, and there may have been a meditation room(?) with walls and a ceiling that were embedded with precious jewels where the main male character would go and meditate? These jewels may also have helped create a telepathic bond between him and the female character.

The female character may have been relocated for some reason, like from one apartment to another, but the second one was much nicer and in a better part of town? This may have been an arranged marriage situation and by her being arranged to marry the blacksmith (or possibly the important guy he made the sword for?) she was now higher up in society and was given a better place to stay. This could be because there was some sort of caste system in place.

I know this isn't a lot to go by but I'm hoping someone can help me find this book. Thanks for reading! :)
