Could it be Louise Lawrence's Children of the Dust? It's been a long while since I read it, but it's told in 3 parts by different characters over time, and I think what you describe happens in the third part.

Fingers crossed! It's one that's often read/studied at schools. It's a bit bleak at the beginning but I guess that fits the plot.
