SOLVED. military sci fi, secret base with shark experimenting [s]

I read this book a while ago, but cannot remember its title or author. The main protagonist has been featured in several of the author's other books, and has one eye and a special forces or CIA back ground. The experimentations are not just on sharks, but the base is deep underground or in the sea.
