I can only come up with one idea for your book but I don't know if it truly could be the one you mean. The heroine is sort of a hybrid nephilim/witch who runs a halfway house for troublesome paranormals, but mostly I think it was to hide them from the cops. She has a cool sentient house by the way. The hero is a newly turned vamp, formally a cop, now he's forced to work for a secret division that polices paranormals and they send him into her house because they secretly want to bring her down I think. Anyway, there is also a bad guy who is killing and harvesting magic users for some nefarious reason I don't recall. Anyway, it was a good book!
