ABANDONED. Book set on an island on another planet, follows a political prisoner that has been sent away, planet has a tiny rocky moon

Hi, can any one tell me what this book is. It’s set on another planet, I think there are some native inhabitants, but have no technology, the political prisoners are sent to the island, and other prisoners are sent to a prison on the mainland. I remember one of the characters commented there the moon on this planet is tiny moon compared to the one on earth. remember it from school, I think there’s a sequel, but the third book never got written as the author died.
