SOLVED. Magic potion or something similar that enables you to travel through other people's consciousness and time travel. Spoilers ahead. [s]

I read this book in the previous decade, and can't remember it's title or author.

What i remember, vaguely from it is this:
Main character was a woman.
There was this circus magician\alchemist guy who invented some kind of potion or elixir that gives you the ability to travel from the awareness of one person into another's, as well as the ability to travel through space and time with it.
I remember at one time the main character invaded the awareness of a street cat.
At some point she and some guy are chased by some organization that wants the secrets and they hide in a church.
in the end they travel through generations of lab rats until they find the creator of the potion and destroy the recipe.

I can't seem to remember whether the book happened in U.S. or U.K.

I think the main character worked in a university or a library.

I don't think it was a young adult book since it had 1-2 'grown up' scenes in it, but it did have a harry potter-esque feel to it.
