A person has given a one star rating to a book that the author has not even finished writing. It is still in the Beta Readers hands. Could this rating be deleted by someone other than the person that posted it? Other people have now posted ratings to offset this rating by someone that has not even read the book.

Users are allowed to rate however they like once a book appears on the site. Some people have arcane rating methods, such as using one star for a book they want to read. It is not for us to question...

Apart from that, librarians, being volunteers, do not have the authority to delete ratings or reviews.When something fishy is going on, the ratings/reviews can be reported to Support, but, as Scott already said, rating a book in advance is allowed, whether it is a 1-star or a 5-star rating.
This is not a Librarians Group issue, but one for the Feedback Group, or you may wish to use the Contact Us link on the Help page. Librarians can help with issues pertaining to specific book records or most related issues, but have no control over general site functionality or related issues. Closing thread.
