Romance- Wanting to Adopt Child in Care and Needs to show Stable home with Man

I read this book about 15 years ago; going to guess that the book was from the 80's to 2000, the plot features a journalist that has a raspy voice that can be mistaken for male, she has the name Charlie as the character. She takes in a Little Girl and wants to Adopt her but needs to show she has a Stable Home with a Man. from what I remember the man in the book is a famous meteorologist/ Or Find Meteorites. The Book I think has the word " Star(s)" in the tile from what I remember.
