Oh my god! This is about as much incompetence as that involved in the Canadian Navy's program to buy four used British submarines, which quickly proved to be rusted out lemons (one of them caught fire during its first trip to Canada, killing one sailor). Not surprisingly, no Canadian admiral or acquisition official was fired for that debacle, and I expect that no Spanish admiral or official will be fired either for this S-80 debacle. Try doing that magnitude of a mistake in a private corporation and see how many seconds it will take for you to be ejected out of your office.

Given that tunnels have been there for some time, there is quite a degree of blunder here.
