I just think it was because it fits into his government conspiracy theorist mind frame. The girls got lucky when they ran into him.

Joe seemed to be at that point in his life that he had to make it mean something. He knew Mila and Olena were part of a trafficking ring from the onset. But, I don’t think he at first believed it was so highly connected. However, when they found his address and torched his house, he knew he was in it until the end.

I agree about him being a conspiracy theorist. That secret passageway confirmed it:)
