When law enforcement gassed Olena, Joe and Jane, they essentially had neutralized them. Why were Olena and Joe shot?

This was where my inner conspiracy theorist came into play. I thought the government wanted them dead because they proved to be a danger to the US. I don't think this was fully explained. I know it was really just one man in power but why was he able to pull so many strings with no one questioning him? Everything that happened after the takeover of the hostage situation was just a total cover-up. I just can't believe there were no questions even if his own department.

This bothered me because it was never explained and is a dangling plot point. I can only surmise that Wynne had a man on that team with orders to execute them. The timing was when Joe started talking.
