the lowest tier of the city is ironically, the most free. streets are damp and muddied by the flow of rain from above, outdated security bots pave their way down cracked, broken sidewalks, foremen wander through only every once in a great while and people know to stay away from them. the free market flourishes, economy run by those with the product to sell and the connections to make things happen. street lights are neon signs and passing cars. the lowest tier can be a place of great opportunity, if you know how to survive that is.
