please note that each level has different styled housing. the neighborhoods within the third tier for instance, promote conformity and all look vaguely similar and modernistic. the second tier live mainly in apartment complexes that are moderately clean and in working order, they have more enclosed spaces and streets arent kept nearly as clean as the third tier. the first tier have the worst conditions and the most power outages. some people wander and sleep where they can, others live in abandoned, decaying buildings and wire energy to their homes. many in the first tier even use their houses as their base of operations for black market stalls.
