Young-ish guy (college age) who moves into the upstairs apartment of a relative who’s older daughter killed herself. The younger sister kinda goes nuts and keeps breaking into the apartment and destroying it and he taunts her by playing the song psycho killer by the talking heads really loud to torment her. She ends up trying to kill herself the same way her sister did in the bathtub in his apartment (it was meant for the older sister before she died) and sets the house on fire and he ends up saving her. Read around 2003.
